The COVID-19 pandemic has posed an unprecedented global challenge, exposing the vulnerabilities of healthcare systems, economies, and governance structures worldwide. While all countries were affected, developing nations faced particularly severe impacts due to limited institutional capacity, fragile economies, and governance constraints. This introductory chapter overviews key challenges including corruption, institutional fragmentation, technological gaps, and informal labor dependence faced by countries such as Vietnam, Kyrgyzstan, Cambodia, Indonesia, Uzbekistan, and the Philippines, which serve as case studies in this volume.
Furthermore, this chapter assesses the effectiveness of public policies and crisis governance in shaping postpandemic resilience by highlighting how many governments demonstrated strategic innovation through the use of digital tools, legislative reforms, and adaptive governance to navigate the crisis. Together, these analyses provide a foundation for understanding how developing countries responded to an unprecedented crisis, offering critical insights into the conditions that enable resilience, the governance capacities that matter most during emergencies, and the policy innovations that can inform future global health and economic disruptions.
